Trellisware Technologies Subcontracts Manager in San Diego, California

TrellisWare Technologies, Inc. is developing advanced communication systems for use in various U.S. Government and commercial applications. To be considered for this position you must meet the following requirements: Job Function: Reporting to the Contracts Department, this position will manage subcontracts with domestic and international suppliers in a Government RandD contract context. This position also coordinates with the Operations Department as part of the Procurement function. Essential Duties and Responsibilities:Drafting and compiling Request for Proposal (RFP) packages to subcontractors, including NDAs, proposal requirements, terms and conditions, and pricing requirements/templates; responsible for reviewing and approving Statements of Work and Technical/Quality Specifications.Analyzing and evaluating subcontractor proposals and recommending suppliers to meet TrellisWare performance objectives. Work with the Contracts Department as part of prime contract proposal preparation.Develop and document internal subcontractor justifications.Negotiate subcontract terms and conditions, working with the Legal and Contracts Department.Administer subcontracts, including modifications, ensuring that all requirements are performed in accordance with applicable contractual and Government requirements and company policies and procedures.Act as the primary point of contact throughout the subcontract lifecycle to maintain strong supplier relations.Working with Contracts, Legal, and Operations, develop and train company personnel in subcontracting processes; lead subcontract process improvement efforts.Act as TrellisWareand#39;s small business subcontract plan program administrator, including small business supplier outreach and monitoring companyand#39;s performance against the plan to achieve plan goals. Education and Experience:Bachelorand#39;s Degree (or equivalent experience). A Bachelorand#39;s Degree in Business or Supply Chain Management is preferred.A minimum of 8 years of DoD progressively responsible subcontract administration/management experience and an in-depth knowledge of the FAR and DFAR Supplement is required.Demonstrated experience performing all aspects of subcontract execution and administration from competition, source selection and proposal evaluation through subcontract close-out for multiple subcontract types (including fixed price, cost reimbursable, and time and materials subcontracts). Knowledge/ Skills/ Abilities:Effective and seasoned negotiator, experience as a lead negotiator, and creativity to develop solutions to subcontract problems.Knowledge of federal Small Business Subcontract Plan requirements and experience performing a small business subcontracting plan.Familiarity with Contractor Procurement System Review (CPSR) compliance requirements.Solid analytical math skills capable of independently performing cost/price analysis in order to establish price reasonableness.Experience reviewing and revising Statements of Work for complex technical and financially significant subcontracts.Self-motivated, team player that works well with all levels of personnel both in and outside the company. Able to handle multiple complex transactions in a fast paced environment.Works independently, demonstrates initiative and interacts with engineering and program management.Understands both strategic and operational goals and can translate them into effective subcontracting practices.Strong analytical and problem-solving skills; strong written and oral communication skills; proficient with PC office applications.
