About the Agency
The selectee for this position will serve as a Supervisory Traffic Management Specialist in the NAVSUP GLS of NAVSUP FLT LOGISTICS CNTR SAN DIEGO.
The successful selectee will perform the following duties:
- Interpret rules, regulations, practices, and procedures (e.g., military tariff rules, traffic management regulations, Joint Travel Regulations, NAVSUP Publication 490, Defense Transportation Regulations, Federal Management Regulations, practices of the household goods carriers, or other similar guidance) to determine the impact on personal property programs and movement of personal property using various methods of transport worldwide.
- Follow transportation industry operations, practices, and procedures to handle movement of personal property.
- Interpret guidelines and instructions pertaining to entitlements for shipments, storage, distance, weight, and costs.
- Determine method of transportation for household goods or other personal effects accommodating special handling, packaging, or other unique requirements.
- Resolve problems associated with the movement of personal property.
- Occasional Travel
- 3 days per month may be required
- Relocation expenses (i.e. PCS) or relocation incentives as described in 5 USC 5753 may be authorized in accordance with applicable travel regulations.

GS-09 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: providing subject matter expert technical knowledge for the storage vendor, quality assurance, and prepayment audit section to develop and implement procedures, policies and guidelines for Transportation Service Provider(TSP) monitoring to include vendor and storage management. Provide advice and input on technical and administrative matters to enable and improve organizational effectiveness and efficiencies. Examples of specialized experience includes: 1) Collect and prepare reports on workload production metrics; 2) Perform administrative support in the execution of invoice/billing processing for personal property offices; 3) Provide oversight of activities such as: shipment clearing, booking, reviewing of invoice payments, quality assurance, contract administration and internal audit program. OR: master's or equivalent graduate degree OR: 2 full years of progressively higher level graduate education leading to such a degree OR: LL.B. or J.D., if related
GS-11 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level in the Federal Service or equivalent applying expert knowledge and leadership in the application of techniques, theories, principals, and legal requirements of contract management and traffic management to execute a wide range of transportation initiatives, programs and requirements in support of the strategic goals of the organization. Examples of specialized experience includes: 1) Execute, enhance and implement established programs based on new or revised legislation requiring consideration of short and long-range effects; 2) Analyze regional workload metrics that will amplify the level of productivity to facilitate consideration to maximize operational efficiency; 3) Research and resolve more complex, non-routine issues/problems that cannot be handled by subordinate Transportation Specialist and Assistant. OR: Ph.D. or equivalent doctoral degree OR: 3 full years of progressively higher level graduate education leading to such a degree OR: LL.M., if related

Positions that are supervisory/ managerial require that first time supervisors/managers complete a one-year trial/probationary period if not previously completed in a competitive or other excepted service position.
